Only getting 15 minutes of use time out of lawn mower. Is this normal

That would only be normal if your grass is abnormally long or thick. Is the grass overgrown?

No, it isn't. With the 4 Ah battery you should be getting closer to 45 minutes of runtime. I'd contact EGO and see about exchanging it under warranty.
