Normal behavior for mower light?

I bought a used 20" mower this week for $160 including the rapid charger and 4ah battery, I'm thrilled with the price, and the mower.  The side discharge chute was missing, but I don't think I have any need for it.  The seller also showed me that the mower lights turn on as soon as the battery is inserted.  He indicated that was not normal behavior and that the lights should only turn on when actually running the mower.  Is that accurate?  If so I may need to research what the problem is in case its a sign of a larger issue.  But, with no light "switch" it makes sense to me that the lights would always be on when the battery is engaged, otherwise when mowing in the dark the lights would go off any time you stop for a second.  For example, I have  a 20 dirt/paver path between yard sections and stopped the mower as I crossed it last night.
