The battery for my blower is dead.  When I connect to the charger, no lights turn on for either the charger or the battery.  If I press the button on the back of the battery, it turns red for a few seconds and then goes out.  Is there a way to tell if the problem is with the battery or the charger?

John, the charger should visibly power up when you first plug it into a live circuit. That is, the charger fan should turn on and you should see the lights light up briefly when it is first plugged in.

If the charger does nothing when it is plugged in, the charger is probably the issue as long as you've confirmed that the circuit you're plugging into is alive and has no issues. If in doubt try again on a known good circuit where something is currently plugged in and working.

If the battery simply glows red when the button is pushed, it sounds like the battery is just telling you it's depleted and needs to be charged. Nothing too unusual there.
