Blowers shocking me

I have the backpack blower and handheld 530cfm blower.  I have been getting shocked while blowing snow with both.  Is this a static issue or grounding issue?  Also noticed my battery life in the cold is extremely short, battery was indoors fully charged prior to use.

Low Battery life in the cold is completely normal.

I believe the shorter battery life is due to blowing colder denser air that takes a lot more energy to move. This is the same phenomenon as why cars get poorer highway fuel economy in cold weather; pushing through colder denser air.
